In 2022, the Russian authorities refused to participate in the forum for the first time in more than 20 years.
The Free Nations League reiterates the right of national liberation movements for indigenous non-Russian peoples and regionalists to be represented on an equal footing with the Russian opposition movements should be respected.

We are confident that interaction with the peoples under Russian colonial rule cannot be carried out through leaders of organizations that do not recognize the right to self-determination for colonized peoples in accordance with international law.

It was reported that at the Munich Security Conference, the floor will be given to a group of Russian politicians and public figures claiming power in the Russian Federation. Their past statements, as well as the current political agenda, testify to a deep contempt for the interests of the colonized peoples, a denial of their subjectivity and a fundamental unwillingness to build a constructive dialogue. For this reason, we consider it unfair the situation in which it is they who speak on behalf of all citizens of Russia, Russians and native non-Russians.

The Conference, being the world's largest forum on international security, cannot ignore the principle Nihil de nobis, sine nobis ("Nothing about us without us"). The post-war future of the territory currently under Moscow's effective control must and will be decided by the international community together in accordance with international law and global security interests. Since it is our peoples who inhabit these territories and are indigenous thereto, we should have the right to speak out about the fate of our historical places of residence.

In this regard, we propose to review the decision to invite a designated group of politicians as representatives of Russia and provide an opportunity to speak to representatives of the Free Nations League.
